Campaign Manager – Change 23 Marriage Equality

The ACLU of Hawaiʻi is excited to announce that our Policy Department is accepting applications for Independent Contractor work for a Campaign Manager position from June 2024 through December 2024.

The ACLU of Hawai‘i is an affiliate office of the American Civil Liberties Union, a national nonprofit organization devoted to the protection of civil liberties and civil rights through litigation, legislative advocacy, organizing, and community education. The ACLU of Hawaiʻi works primarily on issues that directly impact people who live in Hawaiʻi.

The Hawai‘i Civil Rights Voter Education Fund is an extension of the ACLU of Hawai‘i.

Position Description

In election year 2024, Hawaiʻi voters will be asked the following question on the ballot: “Shall the state constitution be amended to repeal the legislature’s authority to reserve marriage to opposite-sex couples?”

The Campaign Manager will guide and direct implementation of the Change 23 Ballot Campaign Initiative to repeal article I, section 23, of the Hawaiʻi Constitution that currently authorizes the legislature to reserve marriage to opposite-sex couples.

The Campaign Manager will spearhead and implement the Campaign Strategic Plan drafted in consultation with the ACLU of Hawaiʻi and Change 23 Coalition Steering Committee, and working in coordination with future consultants to effectuate the following outcomes:

  1. Educate voters throughout Hawaiʻi to vote yes on the Change 23 Constitutional ballot amendment;
  2. Educate Hawai’i voters that a blank vote is considered a “no” vote on a ballot initiative, and
  3. Pass the ballot amendment with a simple majority vote (50% +1) for voters in Hawaiʻi to approve the Constitutional Amendment to repeal article I, section 23 of the Hawai’i Constitution in election 2024.

Primary Duties

The Campaign Manager will be responsible for the following day-to-day activities:

  • Oversee fundraising and expenditures for the Campaign.
  • Ensure the campaign is compliant with all related campaign finance and electioneering laws.
  • Oversee the Campaign Field Organizers and volunteers.
  • Bi-weekly updates with the Hawai‘i Civil Rights Voter Education Fund Board, and/or Change 23 Coalition Steering Committee.
  • Coordinate with Hawai‘i Civil Rights Voter Education Fund and Change 23 Steering Committee relating to  Get Out the Vote activities.
  • Work with Hawai‘i Civil Rights Voter Education Fund Board to determine how best to allocate campaign resources, district targets, public events, etc.
  • Assist with the coordination of message development and media requests.
  • Oversee voter education, engagement, and tracking efforts.
  • Complete and submit Campaign Election Filing reports by the required deadlines.
  • Other duties as needed to wrap up the ballot initiative campaign. Sample duties post-session will include drafting and submitting reports, inventory of items, retrieving campaign signs, etc.
  • Ability to travel inter-island as needed.


Desired Qualifications

  • Commitment to the mission and goals of the Hawai‘i Civil Rights Voter Education Fund, including a demonstrated commitment to equity and racial justice.
  • Experience in campaign management for candidates and/or ballot initiatives.
  • Experience in managing a team of organizers.
  • Familiarity with Hawai’i Campaign Election law requirements and ensuring compliance with reporting requirements.
  • Willingness to learn and think creatively.
  • Experience in working with coalitions and ability to adapt to changing circumstances.
  • A history of working collaboratively and successfully with people from diverse racial and ethnic backgrounds and broad range of ideological positions and religious.
  • A flexible team player who works independently and collaboratively and shares responsibility and credit.
  • Excellent communication skills. A willingness and ability to speak in public and to facilitate meetings and trainings.
  • Assist in developing and coordinating media strategies.
  • Ability to organize information and data to facilitate understanding.
  • Experience working with technology and data.

Expected Contract Duration:      06/12/24 to 12/05/24.

Contractor Compensation:    $5,000 per month from June (prorated for June Hiring Date) to November with a final $500 payment in December upon completion of required reports. 

Minimum hours per month:      144 (Prorated for June Hiring Date)

Minimum hours per week:      36

Location:     The Campaign Manager will primarily work remotely but must be based in Hawai'i and attend campaign events as needed. 

Deadline to apply:     Priority applications must be received by Wednesday June 12, 2024.  However, applications will continue to be accepted until the position is filled.  The target start date is early June 2024.
