During each legislative session, the ACLU tracks numerous bills which address civil liberties issues, provides testimony on those bills, and confers with members of both the House and Senate. In doing so, the ACLU is an active partner in the lawmaking process, helping to ensure that at least some laws need not be challenged later in court.

ACLU issues include religious freedom, separation of church and state, the death penalty, native Hawaiian rights, equality for women, reproductive freedom, children's and students' rights, rights of the disabled and mentally ill, rights of the poor, prison reform, HIV testing, privacy, access to government records and much more.
